No Change As Five States Hammered By Foreclosures - 24/7 Wall St.

All real estate is local. The foreclosure rates in some states have dropped back near 2007 levels. In others they remain so high that prices, effected by low price foreclosed inventory, will not recover for years.

Corelogic?reports that almost half of the foreclosures in the twelve months through?April were in five states:

California (142,000), Florida (92,000), Michigan (60,000), Texas (58,000) and Georgia (57,000). These five states account for 48.8 percent of all completed foreclosures nationally.

Of course, the total size of the populations in these states skews the results.

It
is also no surprise that the?urban areas with the largest drops in home prices from the 2006 peak, coupled with high unemployment, have the largest percentage of total home inventory in foreclosure. In Tampa-St. Petersburg-Clearwater, FL the number is 12.4%. In Orlando-Kissimmee-Sanford, FL, the figure is 12.3%. The numbers from state to state continue to be driven in part by the manner in which?foreclosures go through the legal system. In states in which the process is extremely fast, a larger number of the?foreclosed home have been processed.

The amount of data on the housing market remains varied and confused. Yesterday?s Case-Shiller?data showed Atlanta as the most troubled?market with home prices down 17.4%? year over year in March. Corelogic?reports that Atlanta-Sandy Springs-Marietta, GA has 2.7% of inventory in foreclosure?a relatively low number. Origin of disputed tyrannosaur investigated

The government of Mongolia and the auction house that conditionally sold a tyrannosaur skeleton are collaborating on an investigation into whether or not the fossils were taken illegally from that country.

Heritage Auctions and the consignors of the skeleton have voluntarily given information regarding the origin and chain of custody of the three-quarters-complete specimen to the attorney representing President Elbegdorj Tsakhia, who maintains that the fossils belong to Mongolia. Meanwhile, a team of Mongolian officials and paleontologists is planning to visit the specimen, which Heritage Auctions has housed in New York City, to conduct an investigation next week.??

The 8-foot-tall and 24-foot-long (2.4 by 7.3 meters) skeleton of Tarbosaurus bataar, an Asian relative of Tyrannosaurus rex, went up for auction May 20. The Mongolian president tried to prevent the sale by filing a temporary restraining order, but Heritage Auctions went ahead, making the sale contingent on court approval. At the time, attorney Robert Painter, representing Elbegdorj, said he planned to continue pursuing legal action. A joint announcement Tuesday from both sides indicated a more amicable turn.

"Once the Mongolian government figured out we weren't interested in hiding anything and our consignor (the seller) wasn't interested in hiding anything, it was no problem coming to an agreement on how to proceed," said Jim Halperin, co-chairman of Heritage Auctions.

It's not yet clear how the outcome of the investigation will affect the pending sale. ?

Painter told LiveScience: "What could happen if the investigation concludes that it did originate in Mongolia, then of course the government's position would be that it needs to be repatriated. Then we would proceed with the court case or work out an amicable arrangement."

The information provided by Heritage Auctions and the sellers goes back only as far as 2005, when one of the two sellers purchased the skeleton from a dealer in Japan, Painter said.

Paleontologists believe the Tarbosaurus, as well as several other fossils sold May 20, almost certainly came out of a particular rock formation exposed only in the Mongolian desert. Mongolian law makes fossils, and other artifacts, property of the state, forbidding their export.

a Game of Life

Hello all!

Tally here checking up if anyone is interested in partnering with me for an idea I have.

Lately I've been involved in a lot of real-life sort of roleplays or books and despite my love for fantasy and fiction writing topics, I'm feeling the need to write something about life. I don't mean some boring biography about nothing in particular.

I'm taking about the Game of Life.

You know that board game everyone used to own? You go to school, major in college, get a job, get married, buy a house, have children, grow old, and then win the game, right? That board game makes life seem like a walk in the park even though life is anything but. Everyone in this world will suffer and go through some sort of pain. Everyone has their low and high moments. Yet I feel as though recent roleplays and stories I've been involved in seem very one dimensional. Some characters are always depressed. Some characters are always happy. Life isn't like that.

Which is why I'm interested in writing a story about life.

Specifically, about the struggles that come along in life, such as love, death, pain, betrayal, and growth, both in age and character. I'm interested in collaborating with someone to write about two teenagers, high-schoolers to be exact, and their struggles in life. So far I can't say that I have much of a story plot to work with, but I have some ideas and I'm willing to work with your ideas and contributions as well: I am sincerely interested in the ideas you have to offer. If you are still interested, the section below has the details that may or may not play a part in the story-line.


Setting: I don't really care where this takes place, though I want it to be in present day. As writers, this is the time period we are most familiar and is more likely to give us a broader spectrum of writing tools. The high-school will be a private school so uniforms will be worn, but otherwise I have no other expectations to a specific setting.

Characters: I have several different ideas for our couple, though I promise these aren't the only ideas I'm limited to.

  • "pure" student matched with "dirty" student
  • class president matched with delinquent
  • delinquent matched with their victim
  • abusee matched with delinquent

*I know its stereotypical, but I'm a lover of stories where the guy is the tougher character than the girl*

*Also, this is going to be a heterosexual based roleplay. I have nothing against homosexual relationships, but in this roleplay, the two main characters will be straight. Side characters and friends can be homosexual, but the mains are restricted to heterosexuality.*

Plot: Aforementioned, I don't really have much of a plot developed since I'm not sure what the characters are yet, but I do know a couple of things will be present in the story. Obviously, romance will be occurring between the characters, but with that comes jealousy and even bullying at times. There's also going to be family problems, teacher problems, and student problems that will make life for the characters difficult. Rumors can be a big part of this too because they always seem to screw up relationships.

Roleplayer Wanted: To be completely clear, I am looking for someone who will write for a male character. I don't care if the writer is female or male, I just want a male character as I will be playing the female. The roleplayer should be comfortable with romance and mature themes such as sex, abuse, rape, and so on. This is a story of life, after all. By no means does this mean I am asking for someone to cyber. I myself am not offended by writing minorly sexual scenes, but this story isn't going to be a porno. The roleplayer should be literate and should have good grammar and spelling skills; being able to help add to the plot is another feature I'll be looking for. I'm not asking for you to write a novel, but posts should be lengthy if possible.

Writing: I'm all up for writing in the roleplay tab, but I'm also open to PM and IM. I'm less inclined to write via IM because it's hard to coordinate time, though if push comes to shove, I'm up for it. I like PM a lot more for 1x1 roleplays because you are informed whenever you get a reply.

Sports fever comes to chemistry

It feels like there's no escaping sports fever this summer. A certain five-ringed logo even inspired chemists to create this new molecule.

Called olympicene, this molecule is related to graphene and is based around five hexagonal carbon rings. The structure was entered into the online chemical database ChemSpider two years ago, but only now have David Fox and Anish Mistry of the University of Warwick, UK, brought the molecule into physical reality.

Fox commented that olympicene could have interesting optical and electronic properties and applications, along with other graphene-related molecules. He said: "These types of molecules may offer great potential for the next generation of solar cells and high-tech lighting sources such as LEDs."

At just 1.2 nanometres in width, olympicene is the smallest set of five rings you're likely to see this summer, but it is unlikely to win any medals. Let's hope it escapes the branding police.

Square Kilometre Array contest ends in a draw

My telescope is bigger than yours. That's the message South Africa is sending Australia and New Zealand after the African nation tied with the Oceanic duo to host the world's largest radio telescope.

The Square Kilometre Array (SKA) will investigate the early history of the universe, dark energy, dark matter and gravity. Member countries of the SKA Organisation decided late last week that both proposed sites for the array ? in South Africa and Western Australia ? should help with those investigations.

The two sites will complement one another. The SKA has two lines of work: whole-sky surveys using low-frequency antennas, and more directed investigations using high-frequency antennas. South Africa will host the high-frequency dishes while the Western Australian site will host the low-frequency antennas.

The decision has been met with general satisfaction. But in a statement, Naledi Pandor, the South African minister of science and technology, expressed disappointment that her country will not host the telescope exclusively.

An independent SKA advisory committee "identified by consensus Africa as the preferred site", she said, claiming the decision to share the telescope was a compromise "in order to be inclusive".

Lion's share

The initial recommendation to favour South Africa was revealed in a report leaked to the media in March. But another committee was established soon after, tasked with evaluating the merit of a dual-site approach.

Both Pandor and Jacob Zuma, South Africa's president, emphasise that their country will host the "lion's share" of the telescope's infrastructure: more of the large radio dishes will be built in South Africa than Western Australia. Officials in Australia, meanwhile, have described the split as equitable.

In a joint statement, Pandor's Australian and New Zealand counterparts said the decision "capitalised on the strengths of each location" and would ensure the best results "scientifically and financially".

Brian Boyle, SKA director at CSIRO ? Australia's national science agency ? says the SKA Organisation realised over time that the telescope could be split between sites. He says the decision does not compromise any of the scientific aims.

The arrangement may incur extra initial costs, but with infrastructure already in place at both sites, there should be savings in the long run. "My view is that there can only be one winner from this split and that's the project itself," says Boyle.

The SKA will begin full science operations in 2020.

Syria denies Houla killings, UN condemns attack

BEIRUT (AP) ? Syria on Sunday strongly denied allegations that its forces killed scores of people ? including women and children ? in one of the deadliest days of the country's uprising, but the U.N. Security Council after an emergency session condemned government forces for shelling residential areas.

The killing of more than 100 people in the west-central area of Houla on Friday brought widespread international criticism of the regime of President Bashar Assad, although differences emerged from world powers over whether his forces were exclusively to blame.

The Security Council issued a press statement Sunday that "condemned in the strongest possible terms" the killings in Houla. It blamed Syrian forces for artillery and tank shelling of residential areas. It also condemned the killings of civilians "by shooting at close range and by severe physical abuse," but avoided saying who was responsible for these attacks.

The council's statement said the "outrageous use of force" against civilians violated international law and Syrian government commitments under previous U.N. resolutions to stop all violence, including the use of heavy weapons in populated areas. It said "those responsible for acts of violence must be held accountable," and asked the U.N. observer mission in Syria and Secretary-General Ban Ki-moon to investigate the attacks and report back to the council.

Britain and France had proposed issuing a press statement condemning the attack on civilians and pointing the finger at the Syrian government for Friday's massacre. But Russia called for an emergency council meeting saying it first wanted a briefing by Gen. Robert Mood, the head of the unarmed U.N. observer mission.

The massacre in Houla on Friday cast fresh doubts on the ability of an international peace plan put forward by U.N.-Arab League envoy Kofi Annan to end Syria's 14-month-old crisis.

The brutality of the killings became clear in amateur videos posted online that showed scores of bodies, many of them young children, in neat rows and covered with blood and deep wounds. A later video showed the bodies, wrapped in white sheets, being placed in a sprawling mass grave.

Mood told the Security Council that U.N. observers at the scene now estimate 108 people were killed in Houla, U.N. peacekeeping chief Herve Ladsous told reporters outside the council chamber. The U.N. counted 49 children and 34 women among the dead.

Activists from the Houla area said the army pounded the villages with artillery and clashed with local rebels after protests Friday. Some activists said pro-regime thugs later stormed the area, doing the bulk of the killing by gunning down men in the streets and stabbing women and children in their homes.

The Syrian government rejected that narrative Sunday, painting a vastly different picture.

Speaking to reporters in Damascus, Foreign Ministry spokesman Jihad Makdissi said Syrian security forces were in their local bases Friday when they were attacked by "hundreds of heavily armed gunmen" firing mortars, heavy machine guns and anti-tank missiles, staring a nine-hour battle that killed three soldiers and wounded 16.

The soldiers fought back, but didn't leave their bases, he said.

"No Syrian tank or artillery entered this place where the massacres were committed," he said. "The security forces did not leave their places because they were in a state of self-defense."

He blamed the gunmen for what he called a "terrorist massacre" in Houla and accused the media, Western officials and others of spinning a "tsunami of lies" to justify foreign intervention in Syria.

Makdissi did not provide videos or other evidence to support his version of events, nor did he give a death toll. He said the government had formed a committee to investigate and share its findings with Annan, who is due to visit Damascus in the coming days.

Throughout the uprising, the government has deployed snipers, troops and thugs to quash protests and shelled opposition areas.

A video released by the U.N. team in Syria on Sunday showed observers in Houla the day after the attack, meeting with local rebels and watching residents collect more bodies for burial. It also showed two destroyed armored personnel carriers ? suggesting that local rebels put up more of a fight than the activists acknowledged.

In a letter to the Security Council, Ban said villages in the Houla area have been outside government control but surrounded by a heavy Syrian military presence.

When U.N. observers visited the area on Saturday, Ban said they saw 85 corpses in a mosque in Taldou and "observed shotgun wounds and wounds consistent with artillery fire." He said "the patrol also saw artillery and tank shells, as well as fresh tank tracks" and observed that "many buildings had been destroyed by heavy weapons."

At U.N. headquarters, Russia's deputy U.N. ambassador Alexander Pankin told reporters as he headed into the closed-door Security Council meeting that "there is substantial ground to believe that the majority of those who were killed were either slashed, cut by knives, or executed at point-blank distance."

"We have to establish whether it was Syrian authorities ... before we agree on something," he said.

A press statement is weaker than a presidential statement, which becomes part of the council record, or a legally binding U.N. resolution, but it must be approved by all 15 members and therefore reflects strong Security Council backing.

Annan's peace plan for Syria, sponsored by the U.N. and the Arab League, is one of the few points of agreement among world powers about Syria's crisis, which began in March 2011 with protests calling for political change. As the government violently cracked down on the uprising, many in the opposition took up arms to defend themselves and attack government troops.

The U.N. put the death toll weeks ago at more than 9,000. Hundreds more have been killed since then.

Daily violence has marred the plan since a cease-fire was supposed to begin April 12. The Houla attack made Friday the deadliest day since the truce was announced, and has cast a shadow over Annan's visit.

In another defiant move, Syria on Sunday denied permission for Annan's deputy to travel to Damascus with his boss, a senior Arab League official said. The rejection of former Palestinian Foreign Minister Nasser al-Kidwa was intended as a slap to the Arab League, which suspended Syria's membership and approved sanctions against it last year.

The official spoke on condition of anonymity because of the sensitivity of the issue. Annan's spokesman declined to comment.

The Houla attacks caused outrage among American and international officials that Makdissi's comments Sunday failed to assuage.

British Foreign Secretary William Hague said he would summon Syria's most senior diplomat in the U.K. on Monday so the Foreign Office could "make clear our condemnation of the Syrian regime's actions."

Kuwait, which currently heads the 22-member Arab League, called for an Arab ministerial meeting to "take steps to put an end to the oppressive practices against the Syrian people."

Switzerland's Foreign Ministry urged that an international inquiry be convened, saying the killings "could constitute a war crime."

In Paris, the head of the exile Syrian National Council also condemned the killings.

"The kids of Houla are the kids of all of Syria," Burhan Ghalioun told reporters. "Killing the kids of Houla is like killing the kids of all of Syria."

Anti-regime activists scoffed at the government's version of events. One Houla activist said via Skype that the area had at most 300 fighters, but that none had more than rifles and that they often lacked ammunition.

"If we had anti-tank missiles, there would be no tanks left in the area," said Mohammed, declining to give his full name for fear of retribution.

Activists reported shelling, gunfire and arrest raids in opposition areas throughout the country Sunday as well as clashes between regime forces and rebels in a number of areas. The Britain-based Syrian Observatory for Human Rights said security forces killed at least 14 civilians, while rebels killed nine soldiers.

Activist claims could not be independently verified. The Syrian government bars most media from operating in the country.

Annan's plan calls for eventual talks between all sides on a political solution to the crisis.

The U.S. hopes Russia can use its influence with Damascus to press for a political transition similar to that seen in Yemen. In February, longtime Yemeni President Ali Abdullah Saleh passed power to his deputy in exchange for immunity from prosecution.

U.S. officials say Russia does not oppose a political transition in Syria in theory, but has not agreed to specific terms.

Disabled vet battles for military contracts for his small business

PHILADELPHIA ? They were 12 hairy years in Sherman Barton?s life. The Burlington County, N.J., resident worked in military intelligence for the U.S. Army in Germany and Italy from 1972 to 1984, getting shot three separate times while hunting terrorists, he said.

The personal toll was vast, including the loss of two ribs, a part of his lower intestines and some hearing, along with three broken neck vertebrae, ankle stiffness and instability, muscle weakness and depression.

Those injuries earned Barton an honorable discharge and classification by the Department of Veterans Affairs as having ?a 100 percent permanent and total service-connected disability.?

It was a tough-to-take classification for the Edgewater Park resident whose military career was distinguished by his ability to hold up against many physical challenges.

Twenty-six years later ? and after an 18-year second career as a disabled-veterans counselor and special projects coordinator at the Department of Veterans Affairs in Philadelphia ? Barton would see a silver lining in his disability designation: a leg up in competing for federal government contracts as a small-business owner. Or so he thought.

Even with laws and a presidential executive order in place to help steer government work to Service-Disabled Veteran-Owned Small Businesses, or SDVOSBs, Barton said he has found the opportunities maddeningly few and the process for securing such work too slow and unreliable on which to build a business.

He?s on a mission to change that. His primary target is one of the largest Department of Defense purchasing centers in the United States ? Defense Logistics Agency Troop Support in northeast Philadelphia. The center provides more than $14.5 billion annually in food, clothing, textiles, medicines, medical supplies, construction equipment and industrial hardware to troops around the world and others in need.

After two years of emails, calls and near-monthly visits to DLA Troop Support ? including an unauthorized failed attempt in October to see the commander ? Barton?s supply company, VE Source LLC in Shrewsbury, Monmouth County, N.J., which currently is solely focused on getting government work, has secured just one SDVOSB contract. Awarded in March, it is worth $111,420 for 250 portable tents.

?How can you call this trying?? Barton said he has asked officials at DLA more than once.

According to the agency, DLA had 1,045 SDVOSB contracts totaling $62 million in 2010 and 3,780 valued at $48 million last year.

In all, DLA?s small-business contracts totaled $2.4 billion in 2011, or 30.7 percent of the contract dollars eligible for small businesses. The remaining

$5.4 billion in work eligible for small-business awards went, instead, to larger domestic companies. DLA officials said they feel a responsibility to support bigger firms to ensure they will be around at times of heavy need, such as troop deployment.

Barton said he has been assured by DLA officials that more opportunities are coming for small businesses owned by disabled veterans. Those assurances have been accompanied by reminders that the agency must also answer to other mandates, including that it provide work when possible to programs that employ federal prison inmates, and the blind or severely disabled. DLA Troop Support?s contracts to two such primary programs, Federal Prison Industries and AbilityOne, totaled $422 million last year, said spokeswoman Stacey Hajdak.

By law, those programs are given priority over service-disabled veterans and other small-business subsets, such as women-owned and minority-owned firms.

?That?s kind of a delicate balancing act we have to go through,? Michael McCall, director of small business at DLA in Philadelphia, said earlier this month.

?As the (federal) budget shrinks, that balancing act gets more and more difficult because everybody is trying to get their share of the pie.?

Barton, 59, VE Source?s president and majority owner, said he doesn?t begrudge set-asides for other groups. He just wants more action for himself and other disabled veterans trying to forge new careers. Those opportunities are imperative as troops return home from Iraq and Afghanistan to a stingy job market, said Barton, who plans to hire disabled veterans as soon as his company lands some substantial deals.

?With the downsizing of the military, there are going to be more and more veterans like myself trying to start companies because there is no employment for them in the civilian sector,? Barton said last week.

He formed VE Source with two partners in 2010 to take advantage of an executive order issued by President Bush in October 2004 to strengthen opportunities for SDVOSBs. That directive called on the heads of federal agencies to ?more effectively implement? previously adopted SDVOSB initiatives.

They included the Veterans Entrepreneurship and Small Business Development Act of 1999, which established an annual governmentwide goal of awarding not less than 3 percent in total value of all prime contracts and subcontracts to SDVOSBs.

In December 2003, the Veterans Benefits Act was passed by Congress to build upon the 1999 measure. For instance, it allowed ? but did not require ? federal contracting officers to restrict competition to SDVOSBs and award a sole-source or set-aside contract under certain conditions, such as if it could be done at a fair market price.

In May 2004, the Small Business Administration established a Service-Disabled Veteran-Owned Small Business Concern Program to implement the Veterans Benefits Act, establishing criteria and guidelines.

From Barton?s perspective, it was an encouraging string of initiatives ? until he retired from his Veterans Administration job in December 2009 and ventured into the trying world of entrepreneurship and DLA Troop Support.

The military supply agency would represent little more than tantalizing but unrealized opportunities, Barton said. Take, for example, a $28 million contract for cold-weather jackets for which VE Source submitted a bid to provide in July 2010. Seventeen extensions later, the contract still has not been awarded, Barton said.

?It?s just bad bureaucracy,? he said, adding that few small businesses have the financial wherewithal to endure such a waiting game.

At a closed hearing in December held at Burlington County College in Mount Laurel, one of Barton?s partners, Christopher Neary, told the House Armed Services Committee?s Defense Business Panel that the DLA ?is not doing right by the policy of the executive order for the SDVO small business program or the veterans themselves,? according to a copy of his remarks.

Long before that hearing, deficiencies with the SDVOSB procurement program had apparently registered at DLA headquarters in Fort Belvoir, Va., according to a July 2010 internal memo obtained by The Philadelphia Inquirer. In it, Nancy Heimbaugh, acquisition management director, and Peg Meehan, then-director of the office of small business programs, urged recipients to ?reinvigorate your efforts to increase business opportunities for SDVOSB concerns.?

The memo concluded: ?Our wounded warrior entrepreneurs deserve nothing less.?

At DLA Troop Support in Philadelphia, McCall said he shares that sentiment.

?We have the utmost respect for these people,? he said.

McCall would not discuss why the contract for cold-weather jackets still has not been awarded nearly two years after bids were solicited.

?I can?t go over the issues because it?s an open acquisition,? said McCall, a 30-year veteran of government contracting.

In general, such contracts, especially for large acquisitions, require substantial research, in part to determine if the companies wanting the work are legitimate and can be counted on, and if their costs are in line.

?Our No. 1 priority is we support the warfighter and we do that at a fair and reasonable price,? McCall said. ?We?re stewards of the taxpayer. We want to make sure we spend wisely.?

He acknowledged Barton?s frustrations and did not fault his aggressive efforts to be heard, including the former Army intelligence officer?s unauthorized visit in October to the office of Rear Admiral David F. Baucom, who happened to be out of town.

?The same tenacity they had that served us well in the military, they brought to business,? McCall said of veterans as a whole.

Months later, Baucom took what McCall said was unusual action. He called Barton in February to discuss his complaints about the lack of set-asides for SDVOSBs.

?He assured me that the future would be brighter,? Barton said.

A month later, VE Source got the tent contract, its first sale. McCall said other SDVOSB opportunities are in the pipeline, including a $50 million contract for Navy uniforms, a $20 million deal for body bags, and a $4 million agreement for rifle slings.

?The trend is definitely, well hopefully, going up,? he said.

As the region?s only procurement center representative for the SBA, Ricardo Sacidor keeps pressure on the DLA to provide work for all varieties of small business. He also warns those business owners that dealing with government is far different than the private sector in that ?we don?t have the luxury of making deals because we like you. When you are a contracting officer, you represent the taxpayer.?

Having been a government employee for 30 years, Barton gets that. He just wants improvement.

?I?m not expecting anybody to give me anything,? he said. ?I want the opportunity to compete.?

BAKU, Azerbaijan (AP) ? Usually a jamboree of youthful exuberance ? and questionable taste ? this year's Eurovision Song Contest features a pair of elderly acts among its top contenders.

Engelbert Humperdinck, 76, takes the stage Saturday night for the United Kingdom, 45 years after he first got international attention crooning the hit "Release Me." He'll be wearing a necklace given to him by Elvis Presley.

Humperdinck faces stiff competition for the gray vote from Russia's Buranovskiye Babushki, a group of six grannies, the eldest of them 77. Their performance understandably won't include the intense gyrations favored by many younger performers, but does feature some choreographed baking.

They'll be going up against 24 other finalists in the 57-year-old competition viewed by some 125 million people worldwide and hailed by its legion of devoted fans as harmless, kitschy fun that allows Europeans to forget their differences ? and economic troubles ? for at least one night.

As last year's winner, oil-rich Azerbaijan is hosting the annual competition. Few think it stands any chance of a repeat victory, but the country hopes the hundreds of millions of dollars it has invested in preparing for the event will serve as a public relations coup and mitigate misgivings about its poor democracy and human rights record.

Strong favorite Loreen, a 28-year-old Swede of Moroccan-Berber descent, will be venturing a racier outfit and sultrier performance than the grannies. Her song "Euphoria" even stands a chance of fair international commercial success ? it's already topped the Swedish charts for six weeks and gone platinum five times.

The winner is picked by juries and television viewers across the continent, so a broad appeal is deemed key to success.

Other serious contenders include Italy's Nina Zilli and her lively ode "Out of Love," Zeljko Joksimovic of Serbia with the slow and stripped-down "Nije Ljubav Stvar," and Romania's entry Mandinga, a band fronted by sultry vocalist Elena Ionescu, with their brash attempt at exotica "Zaleilah."

The host country, a comparatively little-known former Soviet republic, has dug deep to make sure it's also a star.

The new Crystal Hall concert venue, a light-bathed arena on a point jutting out into the Caspian Sea, cost $134 million to build and was put up in a speedy eight months. Countless more millions have been deployed embellishing the capital, Baku, and buying a huge fleet of brand new London-style taxis.

Such profligacy has aroused concerns about the spiraling costs involved in holding the contest in times of austerity.

"At the moment, if the costs are growing more and more every year and it needs to be more splendid, there are countries that would have huge difficulties, especially with financial situation in Europe at the moment, in organizing it," said Annika Nyberg Frankenhauser, media department for the European Broadcasting Union, under whose auspices Eurovision is held.

Amid the glitz, antigovernment activists have held a number of protests in the week running up to the final, seizing on the opportunity of the increased international media presence to draw attention to what they describe as the government's authoritarian style of rule.

On Friday, police quickly shut down a small flash mob near the competition venue, roughly dragging away dozens of demonstrators and stuffing them into waiting buses, at least of one which bore a Eurovision logo.

Three demonstration participants were sentenced to jail terms of five and six days on Saturday, while 17 others were fined 20-25 manat ($25-32).

We'd been waiting a couple weeks since a similar update went to iOS users, and many were less than impressed with today's changes. It is a big of a mess, especially when everyone was posting screen shots of how messy it was, and the text can be pretty difficult to read depending on any picture attached. It's a big change.

It has it's pluses (see what I did there) as well, the fly out menu is a nice touch, and when it's not being messy it's a beautiful look for picture sharing. Man fakes death online as 'bad experiment or joke or whatever'

After being a member of the MetaFilter Internet community for about six years, a man faked his own death. The only explanation either he or his ??potentially also fake ??accomplice offered once caught was that the whole thing was?a "bad experiment or joke or whatever carried too far."

MetaFilter is a community weblog where members contribute links and comments. MetaFilter ??frequently shortened to MeFi ??membership requires a one-time sign-up fee of $5.

A man who went by the username "holdkris99," had paid his sign-up fee about six years ago and had been an active and beloved member of MetaFilter since that time. But on May 14, not long after holdkris99 had last been active on the site, MetaFilter administrators received an email from someone claiming to be the man's wife. This individual explained that holdkris99 had committed suicide over the weekend and that she wanted to let MetaFilter members know about the incident as the community had played a significant role in his life.

According to?Jessamyn West?? MetaFilter's director of community?? the woman asked to write a post to explain what happened. MetaFilter admins setup a free account for her, waived the usual one-week waiting period which prevents new users from posting right away and guided her through the basics of the site.

Under the username "mrs holdkris99," the woman wrote a lengthy obituary of sorts. MetaFilter users commented on the post in great numbers, expressing sympathy and sadness. But as those comments poured in, MetaFilter admins were scratching their heads. They'd conducted a cursory search through?holdkris99's social media history and noticed that there was activity which suggested that he was very much alive several days after he supposedly committed suicide.

West reached out to the individual who'd claimed to be holdkris99's wife and asked for clarification. Two emails came back in reply, within minutes of each other. One suggested that West might as well delete the obituary post at this point and the other explained that the whole thing was just a?"bad experiment or joke or whatever carried too far."

At this point MetaFilter administrators decided that it was time to loop in the rest of the community. They drafted a post explaining what they knew, which wasn't easy according to West.?"Good news: This guy is alive. Bad news: He faked his own death," she wrote, summing up the awkwardness.

No one seems to have a proper explanation for what happened, or why someone chose to fake his death after earning the trust and adoration of a community over the course of six years, but West suggests that occasionally there are simply?"some people who may be creating a slightly alternative reality" for reasons of their own.

Expenditure is $1.99 a month.

Moneybook

Moneybook probably boasts more features than any other budgeting/ finance app. The style of the app is very basic and simple, but there are tons of features hidden underneath all of that. There are no graphs, but there are password protections for purchases you don?t want other to have access to. The Moneybook app costs $2.99.
