Prosper boasts rates starting at 6.59% APR for borrowers, and an average of about 10% returns for investors. LendingClub starts the borrowing at 6.78% APR?and touts net annualized returns for investors of 5.8% to 9.59%.?Considering that returns on a 1-year CD are hovering around 0.75%, that sure?sounds?like a good deal.

But Here?s the Rub ?

Like a?traditional investment in a bond, these sites give their borrowers a credit rating?in other words, how likely they are to pay back the loan. The higher the risk that the borrower will shaft you, the higher the returns you receive. (In much the same way, if you?re deemed ?higher risk,? you?ll have to pay more to borrow.)

But as Stephany Kirkpatrick, LearnVest?s Director of Financial Planning, puts it: ?These are highly risky investment vehicles, are not registered securities and are very, very new. This amount of risk is not appropriate for most everyday investors. I would say, steer clear unless you are a higher-net-worth individual with a high degree of risk tolerance.?

Lending money to individual borrowers comes with a lot more risk than traditional bonds, which usually involve lending to a company or government. And, though you?re probably doing a good deed if you?re lending your money to someone in the process of consolidating her credit card debt?which accounts for about 70% of the loans on LendingClub?you might have your risk cut out for you.

Plus, LearnVest always encourages you to?diversify your portfolio. In other words, you shouldn?t put all your eggs in one metaphorical basket. Investments like mutual funds enable you to invest in many things at once, whereas these peer-to-peer investments are much narrower in focus.

Mixed legacy of George W. Bush hovers over Tampa

TAMPA, Florida (AP) ? Where is George W. Bush?

The last Republican president was a no-show at the Republican convention this week. And the party that he led for eight years barely mentioned him ? or his record.

Nevertheless, Bush's fiscal legacy ? including hundreds of billions spent on two wars that helped balloon the federal deficit ? loomed large over the gathering, as Republicans tried to make the case that the Republican Party was the party of smaller government and restrained spending.

Paul Ryan, for one, even lumped Bush in with President Barack Obama, blaming both for the nation's tenuous fiscal condition.

"In a clean break from the Obama years and, frankly, from the years before this president, we will keep federal spending at 20 percent of GDP or less," Ryan, R-Wis., the House Budget Committee chairman, said as he accepted the vice presidential nomination Wednesday.

The legacy of the Bush years complicates Republican presidential nominee Mitt Romney's case against Obama as both fight to win over an electorate frustrated by the nation's enormous debt and budget-busting deficits.

Romney, the former Massachusetts governor, likes to taunt Obama for presiding over the largest increase in the national debt of any U.S. president. It's up $5.3 trillion under Obama ? in large part because of the recession and expensive efforts to revive the economy.

But Bush's record isn't far behind with a $4.9 trillion increase over his eight years in office. Republicans unhappy with Bush's fiscal record often cite the Republican's financial industry bailout in 2008, a whopping $700 billion, as akin to stimulus and bailout programs under Obama. They seldom complain about his huge tax cuts, which also drove up the red ink.

"People soured on him, it's true," said Ranae Lentz, an Ohio delegate. "But we're not here to discuss what's old. We're here to discuss what's new."

Bush declined an invitation to appear at the convention, likely mindful of the need for the party to turn the page and the political headaches his appearance could have created for Romney in a race that polls show is close just 10 weeks before Election Day.

There are signs Bush fatigue lingers in the electorate. In May, a CNN/ORC poll found 54 percent of Americans had an unfavorable opinion of Bush. A recent Washington Post/ABC News poll found Americans still blame Bush more than Obama for the country's current economic problems, 54 percent to 32 percent.

Romney aides dismissed questions of whether Romney had worked to downplay Bush's legacy or had instructed convention speakers to limit references to Bush.

Few ? if any ? uttered his name.

That included his secretary of state, Condoleezza Rice, whose formal speech got a rousing reception from the crowd.

Rice generally spoke of her own experiences and only indirectly praised him for a shift in the nation's approach to terrorism that endures today after the Sept. 11, 2001 attacks.

"I will never forget the bright September day," she said. "From that day on, our sense of vulnerability and our understanding of security would be altered forever."

Delegates rose to their feet and cheered, a sign her eight years with Bush had not dampened the GOP's affection for her.

To be sure, Romney's convention planners made sure to give a respectful nod to the Bush family in a five-minute video that featured interview clips with Bush, and his father, former President George H.W. Bush, and their wives. The crowd in the forum warmly cheered when the images of the father-and-son former presidents seated beside each other appeared on the video screens in the arena.

Bush's family members were among those who made the few mentions, and used them to polish his legacy.

The elder Bush said of his son, "I think the thing I take pride in is the integrity." The younger Bush's wife, Laura, added: "I'm so proud of George."

Bush's brother, Jeb, who turned down entreaties to seek the GOP nomination, also stepped to his brother's aid. He opened his speech with remarks that were nowhere to be found on the text that was distributed in advance.

"My brother, well, I love my brother. He is a man of integrity, courage and honor and, during incredibly challenging times, he kept us safe," Jeb Bush, the former governor of Florida, told delegates Thursday night. He also chided Obama for continuing to blame his brother for the nation's weak economy.

When he was done, he moved on to his prepared remarks this way: "Now that I've gotten that off my chest, let's talk a little bit about our kids and education."

Beyond the video and positive feelings from some delegates there were plenty of Bush-era reminders ? awkward ones.

Memories of his heavily criticized handling of Hurricane Katrina were revived by the uncanny timing of Hurricane Isaac's landfall in Louisiana nearly seven years to the day after the hurricane devastated New Orleans.

The large, fast-ticking "debt clock" prominent on the convention hall wall was as much a reminder of spending woes under a Republican administration as a Democratic one.

"Let's face it, George W. Bush didn't do us conservatives a lot of favors by the end of his administration," said James Smack, a Nevada delegate to the convention.

Others talked more fondly of Bush ? when asked about him.

"I have tremendous respect for President Bush," said Robyn Johnson of Wichita, Kan. "He led our country during difficult times."

Bush is not the first past president whose mere name has had the potential to cause trouble for the nominee; both parties have struggled with how to handle recent former presidents.

In 2000, then-President Bill Clinton ? who had been impeached ? spoke at the Democratic National Convention but was marginalized by nominee Al Gore during the campaign.

Clinton's standing improved over time.

By 2004, Democratic presidential nominee John Kerry had embraced Clinton's economic legacy. Next week, Clinton, who already is appearing in an ad for Obama, gets the main spotlight Wednesday night at the Democratic convention.

The vacant lot on Jefferson Street the mayor wants the city to purchase is assessed at less than $160,000 and owned by a construction company formed by a developer facing felony tax fraud charges, according to Saratoga County land records.

Mayor Scott Johnson has asked the City Council for $400,000 to buy the 1.02-acre property at 41 Jefferson St., from Jelenik Construction Co., LLC, and another $200,000 to turn it into a parking lot that would serve commuters to the city?s two-year-old indoor Recreation Center.

The city valued the empty lot, located just east of the Recreation Center, at $159,024 (full market) for 2012, according to county records. The Jelenik LLC owes $16,252 in back and current taxes on the property, according to the city?s finance department.

The LLC was founded by city builder David Jelenik in 2002, according to the state Department of State. Police arrested Jelenik, 51, on nine felony tax fraud charges in January. He is scheduled to appear in City Court Thursday.

The LLC purchased 41 Jefferson St., for $360,000 in August 2004, when it contained a residence, according to records.

Johnson?s $600,000 request to buy the property and make it a parking lot marks the most expensive capital project proposed for the city in 2013. The mayor listed buying the 52,000-square-foot parcel as a high priority, and a committee approved moving the request to the City Council for consideration.

Johnson said Wednesday that the proposed parking lot would supplement parking at the $6.5 million Recreation Center, which was built with 56 parking spaces amid significant opposition from neighbors. He said the purchase cost was being negotiated, and wouldn?t necessarily reach $400,000.

?If we do come to an agreement, back taxes will be taken into account in arriving at a sale price,? Johnson said in an interview. The city had reduced the number of parking spaces at the Recreation Center from about 80 when it was built to satisfy neighbors who were concerned about growing traffic, he said.

?Now it?s been built, and on occasion, we do have more than maximum capacity,? Johnson said. The vacant lot would provide vehicular and pedestrian connections to the recreation facility?s lot.

The Recreation Center has raised an increasing amount of rent revenue for the city since opening, but is still projected to lose money on an annual basis, according to financial breakdowns provided by the finance department on the city?s website.

In 2010, the city budgeted $110,556 on the center and collected $19,203 in rent. It spent $168,297 in 2011 and took in $93,275. This year, it is budgeted to cost $222,836 and earn $123,226, according to the website. The Recreation Center accounted for 7.6 percent of the Recreation Department?s total budget in 2010, compared to a projected 10.8 percent in 2012, the site says.

The City Council will hold its last public hearing on Capital Budget expenditures at 6:50 p.m. Tuesday in City Hall. The council must approve the budget by Sept. 15.

Saint Louis University Athletic Training Education Program: SLU AT ...

The Doisy College of Health Sciences at Saint Louis University is happy to announce the following changes in the teaching faculty and teaching assignments within the Athletic Training Program and the Department of Physical Therapy and Athletic Training.

Mike Markee, ATC, PT, OCS, COMT is an athletic trainer and physical therapist with over 12 years of experience.? He is a board certified orthopedic specialist, and a certified orthopedic manual therapist.? He graduated from the Program in Physical Therapy at Saint Louis University in 2000, and Mike has worked as a PT almost exclusively in outpatient orthopedics.? While at SLU he served as an internship student with Billiken athletics and gained the Certified Athletic Trainer credential. In addition to his clinic work, he has worked in a variety of athletic settings, working with high school, collegiate, and professional athletes.? He has integrated aspects of both athletic training and physical therapy with his approach in sports specific rehabilitation.? In his most recent position, Mike served as a director of both inpatient and outpatient rehab staff at a 150-bed hospital in Memphis, Tennessee. Mike will have a joint appointment in the Department of Physical Therapy and Athletic Training, where he will be teaching MAT 550 and 555 Rehabilitation in Athletic Training I and II.? He will also be engaged in scholarship and service in the Athletic Training Program.? Mike will work in the Physical Therapy Clinic at the SLU Student Health Center.

William (Bill) Siler PhD grew up in Waterloo Iowa and received his B.S. in Physical Education with a specialization in adapted physical education from the University of Northern Iowa in 1982.? He received an M.S.Ed. in Physical Education with a specialization in biomechanics from Northern Illinois University in 1984.? During that period he assisted Dr. Robert Shapiro in conducting motion analysis studies of the pitching staff of the Chicago White Sox during the era of Tony LaRussa and Dave Duncan and his thesis was a comparison of the fast ball and the slider using a mechanical energy analysis approach.? Bill then moved on to complete his Ph.D. in Exercise Science with a specialization in Biomechanics from Arizona State University in 1989.? His role at Arizona State focused on studies of muscle activation patterns with elite archers with Dr. Philip Martin and his dissertation studied changes in running mechanics during a run to exhaustion at a constant velocity.

Bill?s first faculty appointment was at The University of Texas at Tyler in the Department of Health and Kinesiology where one of his roles was as the faculty adviser to a physical therapy clinic housed in the department.? That role evolved laid the foundation for his move to the Department of Physical Therapy at Saint Louis University (SLU) in 1992.? Bill became Assistant Dean for Research in the School of Allied Health Professions in 1999, later Associate Dean for Research, and then Associate Dean for Administration.? Bill returned to the faculty in March 2012 and his primary role and responsibilities are in the Athletic Training Program, though he will also teach research related courses for the Health Sciences Program and in Health Informatics and Information Management and mentor graduate students and faculty in research. ?Dr. Siler will be now teaching MAT 565 Research in Athletic Training and MAT 670 Athletic Training Capstone in addition to MAT 510 Athletic Training Kinesiology, which he has been teaching as an adjunct faculty since Fall 2008.

In addition to these changes in the Department of Physical Therapy and Athletic Training, Dr. Jason Bennett moves to a full-time faculty position in the Program in Physical Therapy and will serve as Co-Course Coordinator for DPT/MAT 430 Therapeutic Modalities with Dr. Anthony Breitbach. ?Dr. Kitty Newsham will teach MAT 524 and 525, Musculoskeletal Assessment in Athletic Training I and II.
